Most rooms in the game can be expanded and combined, and elevators allow your residents to access different floors. However, moving between rooms becomes very slow if you create a maze of disconnected areas. So it's best to know which layout to use when you start building. You should make sure that all your lifts form a straight line down. Make sure your residents can travel easily. Most people choose to either place the elevators on either side of the vault or the three-block room in the middle.
Each new room in the vault consumes additional power, so you don't need to add rooms you can't use. Then expand the range when you have enough power capacity. You should also make sure you have enough residents to use these extra rooms, otherwise, they are a waste.
